Successive reforms have reduced the workforce, increased the disconnection between the civil servants’ skills and the requirements of the services which tasks are ceaselessly renewed. Consequently, agents look at those reforms suspiciously. The causes of the difficulties are multiple. They come from the difficulties of recruitment of civil servants, from their low professional mobility and from (sometimes) difficult relations with senior managers. The remedies could be to improve the civil servants training, to renew management methods (through a wider use of concertation for example), and to soften certain legal rigidities especially those related to the civil service statute.</datacite:description><datacite:description xml:lang="fr" descriptionType="Abstract">La gestion des ressources humaines connaît, dans les services préfectoraux, quelques maux. Outre la baisse des effectifs, les réformes successives aggravent le hiatus existant entre les compétences des agents et les besoins du service, dont les missions sont sans cesse renouvelées par les réformes. Il en résulte notamment que les agents regardent ces réformes d’un œil sombre. Les causes de ces maux sont multiples. Ils tiennent aussi bien à la faible mobilité des agents publics qu’aux difficultés de recrutement. Mais ils viennent aussi de relations parfois délicates entre les agents et leurs supérieurs hiérarchiques. Ce diagnostic incite à prescrire certains remèdes. Il semble s’imposer une amélioration de la formation des agents, une rénovation de certaines méthodes de management, comme la concertation, et un assouplissement de certaines rigidités juridiques, tenant notamment au statut de la fonction publique.</datacite:description></datacite:descriptions></resource>
